Everything Landlords Need to Know About the New Rental Rules
The Renters’ Rights Act 2025 has already began from December 2025.
The new phases will begin from 1st May 2026 and more legislation to follow in late 2026.

In the meantime here is a summary of the new legislation:
Core Tenancy & Possession Reforms
The reforms replace fixed-term tenancies with periodic ones, abolish Section 21 no-fault evictions, & update possession grounds under Section 8. They also add a possession ground for student HMOs & strengthen how anti-social behaviour cases are considered by courts.
Financial & Pricing Changes
The changes introduce stricter rules on rent increases, limiting them to once per year via a formal notice. They also ban landlords from requiring more than one month’s rent in advance and prohibit rental bidding above the advertised rent.
Regulatory & Compliance Frameworks
The measures require landlords to join a new ombudsman scheme, register themselves and their properties on a public database, and meet new minimum property standards. They also introduce strict timeframes for addressing serious hazards such as damp and mould.
Enforcement & Legal Duties
The new regulations require landlords & letting agents to provide tenants with a written statement of terms or an information sheet. Local councils have expanded investigatory powers, allowing them to inspect properties & request documentation. Rent repayment orders have been extended to cover more offences, enabling tenants to reclaim up to 24 months of rent.
